Expertinctive Shops Grant Programme

1. Objective

The Expertinctive Shops Grant Programme (hereinafter referred to as “the Programme”) aims to promote the development of Macao's small and medium enterprises (SMEs) towards specialization, sophistication, and distinctiveness.

In accordance with Administrative Regulation No. 46/2022, known as the Industrial and Commercial Development Fund, and Administrative Regulation No. 18/2022, known as the Public Financial Support Regime of the Macao Special Administrative Region, the Industrial and Commercial Development Fund (hereinafter referred to as “the Granting Entity”) has launched the Expertinctive Shops Grant Programme.

Through financial support, and with supporting implementation services provided by the Macau Productivity and Technology Transfer Center (hereinafter referred to as “the Implementation Agent”), the Programme assists SMEs with development potential in the Macao market to improve quality and enhance competitiveness.

At the same time, by establishing the Expertinctive Shop label and title, it aims to promote the unique charm of Macao’s SMEs, characterized by professionalism, sophistication, quality, and integrity, thereby building a good reputation for Macao’s SMEs and ultimately attracting residents and tourists to increase consumption in Macao.

2. Definition of Expertinctive Shop

An establishment that offers products or services with specialized, sophisticated, and distinctive characteristics, possesses innovative concepts and unique charm, has a business reputation for quality and honesty, shows market development potential, and is accredited as an Expertinctive Shop by the Expertinctive Shops Assessment Committee.

4. Target Beneficiaries

The beneficiaries of the Programme are corporate commercial enterprise owners legally established and operating in the Macao Special Administrative Region, as well as natural person commercial enterprise owners legally operating in the Macao Special Administrative Region.

5. Application Eligibility

5.1
The total number of employees across all commercial enterprises under the applicant's name does not exceed one hundred.
5.2
The applicant does not have outstanding debts currently subject to enforced collection through tax enforcement procedures.
5.3
The applicant is not in a situation where the grant application shall be rejected as referred to in subparagraph 5) of Article 23 of the Regulation on Financial Support of the Industrial and Commercial Development Fund, nor is in a situation for rejection as referred to in Item 14.1.4 of the Programme.
5.4
The applicant is currently operating the applying establishment and has made the required declarations in accordance with the Business Tax Regulation approved by Law No. 15/77/M of 31 December, and the establishment meets all of the following requirements:
5.4.1
It is operating properly and has sustainable development capabilities.
5.4.2
It belongs to the food and beverage or retail industry.
5.4.3
The business establishment must be located in a property intended for commercial use.
5.4.4
It possesses the Certified Shop qualification under the Certified Shop Programme.
5.4.5
It accepts electronic payment tools.
5.4.6
The brand, trademark, or trade name used by the establishment does not possess the accreditations of Macao Classic Brand and Century-Old Brand.
5.4.7
Other establishments under the applicant’s name with the same name as the applying establishment are not accredited as an Expertinctive Shop.

6. Quota and Application Period

6.1
Quota

The Programme comprises three application rounds (conducted over three years). Each application round has a quota of 100, totalling 300 quotas across the three rounds.

Application period
6.2.1
First round application period: 21 October 2025 to 2 December 2025.
6.2.2
The application periods for the second and third rounds will be announced separately on the website of the Economic and Technological Development Bureau.

7. Application Method and Documents

7.1
Applicants must submit their applications online via the application website: https://www.cpttm.org.mo/ecm/ES2025/.
7.2
Applicants must complete the Expertinctive Shops Grant Programme application form online and upload the following documents:
7.2.1
For natural person commercial enterprise owners, the applicant’s identity document must be uploaded; for corporate commercial enterprise owners, the identity documents of the shareholders and authorized representatives must be uploaded, along with a copy of the commercial registration certificate.
7.2.2
The licences or equivalent certificates required by law for carrying out the relevant business activities.
7.2.3
Photos of the storefront, interior, and products of the applying establishment.
7.2.4
A business plan, which must include the following:
7.2.4.1
An outline of the current operating status and future development plan of the applying establishment.
7.2.4.2
A description of how the applying establishment meets the assessment criteria specified in Item 11.2.1.
7.2.4.3
The personal resume of the applicant or the controlling shareholder(s), specifically highlighting their experience in commercial activities or relevant work.
7.2.4.4
A self-drafted online marketing plan elaborating on the proposed online marketing projects, budget allocation, methods of resource allocation and utilization, and expected outcomes.
7.2.4.5
If simultaneously applying for grant for business upgrade plan, a self-drafted business upgrade plan must also be uploaded, detailing the proposed business upgrade project, budget allocation, and expected outcomes.
7.3
Where the Implementation Agent deems the application documents incomplete or necessary, it may request the applicant to submit additional documents or information required for analysis and approval.

8. Grant Type and Scope

Grant type: Financial grant for specific expenses.

8.1
Categories, maximum grant limits, and scope of specific expenses eligible for grant:

Category 2:
Business upgrade plan expenses
(Optional)
60% of the expenses, up to a maximum of 50,000 Macao Patacas
a) Renovation or hardware costs for implementing the plan (excluding design expenses), including expenditures for the following sub-items:
(1) Upgrade through the creation of featured photo spots within the establishment.
(2) Upgrade through the creation of a featured storefront.
b) Brand licensing fees for IP co-branded products launched for the implementation of the plan (excluding design fees).
8.2
The provisions of the preceding paragraph do not preclude the professional consultants designated under the Programme from proposing other sub-items that may be eligible for grant based on specific circumstances.

9. Authorized Service Providers

The Granting Entity designates the authorized service providers for Category 1 and Category 2a) of specific expenses under Item 8.1, which will be announced separately on the website of the Economic and Technological Development Bureau.

10. Preliminary Analysis of Applications

10.1
Applications that will not proceed to the assessment procedure
10.1.1
Non-compliance with the provisions of Items 4, 5, and 6.2.
10.1.2
Failure to submit application documents in accordance with the method or requirements stipulated in Item 7.
10.1.3
Violation of the provisions of prevailing laws and regulations.
10.2
After the Implementation Agent conducts a preliminary analysis of the application cases, applications that fall under the circumstances of not proceeding to the assessment procedure referred to in Item 10.1 will be handed over to the Granting Entity for a decision on rejection.

11. Assessment Committee, Procedure, and Criteria for Expertinctive Shops

11.1
Composition and modus operandi of the Expertinctive Shops Assessment Committee
11.1.1
The Expertinctive Shops Assessment Committee (hereinafter referred to as “the Assessment Committee”) is jointly composed of representatives from the government, business, and professional sectors, and is responsible for grading the applications that proceed to the assessment procedure.
11.1.2
The Assessment Committee comprises one chairperson and a maximum of six members.
11.1.3
The Assessment Committee shall hold its first meeting within thirty days after the end of the application period, and shall hold at least one assessment meeting per month thereafter until the assessment procedure is completed.
11.1.4
Assessment meetings may only be held with the presence of more than half of the members.
11.1.5
The Implementation Agent is responsible for providing administrative and technical support to the Assessment Committee to assist it in carrying out the assessment work.
11.2
Assessment procedure and criteria for Expertinctive Shops
11.2.1
The Assessment Committee grades the applying establishments based on their degree of meeting the following assessment criteria and ranks the passing applications from highest to lowest score:
11.2.1.1
The products or services possess specialized, sophisticated, and distinctive characteristics.
11.2.1.2
Possession of a digitalized, intelligent, or low-carbon business plan.
11.2.1.3
Having a business reputation for quality and honesty, as well as market development potential.
11.2.1.4
Actively promoting business innovation and development and effectively utilizing marketing skills.
11.2.1.5
Contributing positively to community revitalization and driving the community economy.
11.2.2
In the event of a tie in scores, the chairperson of the Assessment Committee shall decide the ranking of the tied applications.
11.2.3
The Granting Entity determines the list of Expertinctive Shop establishments according to the Assessment Committee’s ranking of the applications and accredits them as Expertinctive Shops.
11.2.4
If an applicant has declared at the time of application to continue to use the score from the current round, and, due to limited grant quotas, was not accredited as an Expertinctive Shop in the first or second round, its application will continue to be considered in the second and third rounds, and the score will be directly carried forward.

12. Awarding and Disbursement of Grant for Specific Expenses

12.1
Awarding of grant

After the list of Expertinctive Shop establishments under Item 11.2.3 is finalized, the Granting Entity will notify the applicants of the relevant application results in writing. Establishments accredited as Expertinctive Shops will be awarded the financial grant for specific expenses referred to in Item 8 by the Granting Entity.

12.2
Application requirements for grant disbursement

Applicants whose establishments are accredited as Expertinctive Shops (hereinafter referred to as “Beneficiaries”) must complete the following within one year from the date of receiving the grant award notification:

12.2.1
Complete one-on-one professional consultant guidance.
12.2.2
Complete the diagnosis and improvement of the “online marketing plan” and/or “business upgrade plan” by the professional consultant.
12.2.3
Obtain quotations from one or more authorized service providers based on the diagnosis and improvement proposed by the professional consultant, and, before implementing the plan, submit the final list of authorized service providers chosen to implement it and their quotation information to the Implementation Agent.
12.2.3.1
If the Beneficiary is simultaneously approved for the grant scope referred to in Category 2b) of specific expenses in Item 8.1, it must also submit the quotation information for brand licensing fees to the Implementation Agent.
12.2.3.2
If, during the implementation of the plan, there is a need to change the selected list of authorized service providers and quotation information, the Beneficiary must notify the Implementation Agent before implementing the expense item(s) related to such changes.
12.2.4
Complete the implementation of the plan diagnosed and improved by the professional consultant in accordance with the quotation information submitted to the Implementation Agent, and pay the fees to the final selected authorized service providers implementing the plan or the brand owner.
12.3
Procedures for settlement and disbursement of grant
12.3.1
The Beneficiary must, within ninety days from the day following the completion of the tasks referred to in Item 12.2, submit a request for grant disbursement and the report referred to in Item 13.4.
12.3.2
The Implementation Agent, based on the request for grant disbursement submitted by the Beneficiary, shall proceed with the settlement for the request meeting the requirements according to the grant ceilings specified in the award decision and submit it for the Granting Entity's approval. The grant amount will be disbursed upon approval of the report.

13. Obligations of Beneficiaries

13.1
Provide information and make declarations truthfully.
13.2
Retain all original income and expenditure vouchers related to the award of grant for at least five years.
13.3
Within three years from the date of receiving the grant notification, Beneficiaries must also fulfil the following obligations:
13.3.1
Ensure ongoing compliance with the criteria set out in Items 5.4.1 to 5.4.5.
13.3.2
Cooperate with the monitoring and on-site inspection carried out by the Granting Entity, the Implementation Agent, and personnel appointed by them.
13.3.3
Display clearly the Expertinctive Shop certificate or logo in a conspicuous place within the business area of the establishment.
13.3.4
Cooperate and participate actively in the promotion measures carried out by the Economic and Technological Development Bureau for the Expertinctive Shop brands.
13.3.5
Cooperate in providing relevant effectiveness data for statistical analysis and project review purposes.
13.3.6
Notify the Implementation Agent in writing within forty-five days from the date of any change in business operation status (including: changes to the establishment’s operating address, business hours, contact information, and primary products or services provided).
13.4
Submit an implementation report to the Implementation Agent within ninety days from the day following the completion of the tasks referred to in Item 12.2, which must include the following:
(1)
Plan implementation status: The Beneficiary shall, according to the plan diagnosed and improved by the professional consultant, describe the implementation status and conduct an effectiveness evaluation of the plan, especially regarding changes in online exposure, visibility, turnover, and customer traffic of the Expertinctive Shop establishment. Proof of completion of the implementation plan must also be attached, such as: screenshots of online marketing, links, promotional videos, backend data; before-and-after photos of renovation work for the establishment's featured photo spots or storefront; photos and authorization documents of IP co-branded products.
(2)
Financial implementation status: A detailed breakdown of the expenditures for the funded items must be listed, accompanied by the corresponding proof of payment.
13.5
Use the grant amount for the purposes specified in the award decision.
13.6
Ensure that the funded project complies with the provisions of the prevailing laws and regulations of the Macao Special Administrative Region.
13.7
Projects funded by grant under the Programme shall not concurrently receive financial support from other public departments or entities in Macao.

14. Consequences for Beneficiaries in Breach of Obligations

14.1
Consequences of breach of obligations
14.1.1
Written warning.
14.1.2
Full or partial cancellation of grant award: The Beneficiary must return all or part of the received grant amount within ninety days from the date of being notified of the imposition.
14.1.3
Revocation of Expertinctive Shop title: The Beneficiary must remove all Expertinctive Shop logos and certificates from the business area and online platforms within fifteen days from the date of being notified of the imposition.
14.1.4
Rejection of the Beneficiary's application for grants under this Programme for two years.
14.2
Situations subject to imposition of consequences
14.2.1
Imposition of consequences of Items 14.1.2 to 14.1.4 in the event of breach of the provisions of Item 13.1.
14.2.2
Imposition of consequence of Item 14.1.2 in the event of breach of the provisions of Item 13.2.
14.2.3
Imposition of one or more consequences of Items 14.1.1 to 14.1.4 in the event of breach of the provisions of Items 13.3 to 13.7, depending on the degree and nature of the violation.

15. Monitoring

15.1
The Granting Entity and the Implementation Agent are responsible for monitoring the compliance of the Beneficiaries of the Programme, especially verifying the authenticity of the implementation plans and payment proofs submitted by the Beneficiaries.
15.2
For performing the monitoring duties, the Granting Entity and the Implementation Agent have the right to request Beneficiaries to provide necessary information and assistance, as well as to conduct irregular inspections of each Expertinctive Shop.
